Paine is apparently a proponent of the republic and in his writing he rebels against the monarchy and monarchic rule. At the same time, he argues that the republic can be effective only on the condition of the decreasing power of the monarch. To put it more precisely, he argues that the more power the republic has the less power should have the monarch. In such a way, the power can gradually transit from the monarch to the republic. On the other hand, he lays emphasis on the importance of the people’s sovereignty that means that the republic should not be artificially constructed by the monarch and serve as a tool, decoration, which the monarch uses to rule the country. Instead, it should be a truly independent power.
Furthermore, in the second excerpt, Paine keeps criticizing the royal power. At the same time, he develops his own vision of the future of America as an independent state. He is very skeptical about the British monarchy and its ability to rule America effectively. Instead, he speaks about prospects of the new state in America, which should be governed by the only monarch acceptable for a free country which is the Law. In such a way, he metaphorically presents the Law as the King implying that the supremacy of law should be the main principle on the ground of which the new state can be built up.

In fact, both excerpts are closely interrelated to each other. Even though, in the first excerpt Paine is mainly focused on the criticism of the royal power and advantages of the republic, it is still obvious that he searches for the optimal political system for a new, independent country, which should appear in America.
In the second excerpt, he clearly states the idea of independence, criticizing severely British monarchy and British rule. Moreover, he keeps developing his vision of the future of a free state.
