As it was assigned I visited the website of World Bank and chosen three regions from the presented ones. They are the following: Europe and Central Asia, Latin America and Caribbean, Middle East and North Africa. From the selected region I chose Ukraine, Jordan and Belize correspondingly.
In order to understand and evaluate the World Bank’s work in these countries it is important to understand and evaluate its mission – “The World Bank Group’s mission is to fight poverty and improve the living standards of people in the developing world”; the ways for achieving this mission are – “loans, policy advice, technical assistance and knowledge sharing services to low and middle income countries to reduce poverty” . The usual way of collaboration – is the development of Country Assistance Strategy (CAS in abbreviated form) for a certain period of time and then performing in the accordance to this strategy.
Ukraine is not very developed and prosperous country. But recently its government reports about the significant economic growth. In order to enter the World Bank Ukrainian government bought 908 shares of the bank in 1992 just after the Soviet Union collapsed and Ukraine became an independent country.
There are already two CAS implemented in Ukraine. The most prospective directions in Ukraine nowadays are creation of new work places and reduction of poverty, stabilizing political situation and encouraging economic relations with Euro Union on the highest possible level to the extent that Ukraine enters EU. One of the most important recent attainments is the acceptance of the constitutional reform , which makes this country the parliamentary-presidential republic and limits its president’s authorities. CAS for Ukraine provides many other reforms in Ukrainian political system (especially struggle with corruption). By the 2003 World Bank loaned almost $3.5 billion. These loans cover the following fields: public sector, agriculture, energy, financial sector, mass-privatization process, development of private businesses, social sector (struggle with AIDS and tuberculosis, education, science etc). Moreover Ukraine received much intellectual assistance, which can not be unappreciated.
Belize is a very young democratic country, it became independent in 1981. This country is not developed (its economic primarily based on agriculture and tourism), Belize has large external debt (more than 65% of its GDP) and high unemployment rates. Nevertheless, Belize has a stable inflation rates. One of the most important directions of collaboration is assisting in providing of fiscal, monetary and exchange rate policy. More specifically World Bank helps to provide expansionary fiscal policy in order to stimulate the demand on money and stabilize exchange rates. The next prospective direction is changing the finance sector – it is needed to establish corresponding control and regulation of Belize financial and banking systems. On the next phase of the collaboration with Belize implies the reformation of governmental and office administration – Belize is famous for inefficient management. In social sector implies the development of education, development of rural areas, pension system. Also World Bank makes large contribution into the restoration of the country after disasters, which often conduct different devastations, specifically caused by the hurricanes.
Jordan is an Arabic country, which usually have significant poverty levels. Its economic based primarily on natural resources. With the assistance of the World Bank (based on the AAA – wide ranging analytic and advisory activities) Jordan started stabilization program in 1990’s and included loans for the development of agriculture and energy, financial, public and private sectors, medicine and education. The collaboration brought stability in the Jordan’s economic, but there were expected much more positive results and in general World Bank considers these results as unsatisfactory and inadequate.
So World Bank makes a great job performing its mission – it makes this world better, safer, cleaner, more free and democratic.
